    Overview


    Introduction to DOE


    The US federal regulations (10 CFR 430) have clearly stated that all external power supplies entering the US market should achieve a minimum energy efficiency rating: level IV and clearly marked on the product. Not only that, but manufacturers and brands are also required to submit two important declaration documents to DOE. The first is that the product meets federal regulations for compliance with energy efficiency requirements (Compliance)


    Statement), the second is the product's First Certification Report, both documents must be mailed to the US Department of Energy (DOE, Department of Energy). Document preparation shall be completed in accordance with the format published by DOE, where the certificate report may be submitted to a third party on behalf of the manufacturer/brand. The information reported on the document should cover the product class, manufacturer/brand name, performance (%), power consumption (W) at no load, and rated output power (W) for each single model.

    Among them, 10CFR429 specifies sample selection specifications and reporting specifications;


    10CFR430 specifies test methods and compliance declaration specifications


    What are the mandatory North American DOE certifications for light bulbs?


    DOE regulations are mandatory certification requirements for entering the North American market.


    On February 26, 2016, the US Department of Energy (DOE) released the draft of the Notice of Proposed Regulations on Lamp Test Methods (NOPR), which is proposed to be released for general lighting bulbs (GSL, GeneralServiceLamps, which refers to incandescent lamps, CFLs, LEDs). New test methods for OLEDs and other bulb products that can replace traditional lighting bulbs.


    Laboratory requirements:


    The test laboratory for the new method must be approved by NVLAP.


    The US Department of Energy DOE officially released the final rule of “Integrated LED Bulb Test Procedure” on July 1, 2016.


    The effective date of this regulation is as follows:


    This regulation takes effect 30 days after the date of publication of the US Federal Register. The relevant test requirements must be implemented 180 days after the date of publication of the Federal Register. After this date, LED bulbs must meet the requirements of this regulation in order to be sold in the US market.


    DOE Regulations Content Description -


    The final rule establishes the test procedure for the LED bulb and serves as a supporting document for the FTC mandatory labeling test, providing the corresponding test method. The regulations mainly introduce LED bulb, luminous flux, power, luminous efficiency, color temperature CCT, color rendering index CRI, power factor PF, life and standby power test methods and requirements. The regulations mainly refer to four important industry standards, as follows:

    Calculation of the failure life of a bulb


    The regulations mainly introduce LED bulbs, luminous flux, power, light efficiency, color temperature CCT, color rendering index CRI, power factor PF, life test and standby power test methods and requirements, which use the LM84 standard.


      The key content of DOE is as follows


    1. Do not accept the LM80 report, using the LM84 test method, that is, the entire LED bulb to be presbyopic, record data every 1000H.


    2. After the LM84 collects data, the TM-28 is used to estimate the lifetime. The calculation method is as follows;


    Test time ≤ 3000H, declared life = test time. If you test 3000H, the declared life can only be 3000H.


    3000<test time <6000H, declared life + (test time ÷ 600-4) × test time. If the test is 4500H, the life expectancy can only be 15000H test time ≥ 6000H declared life = test time × 6. If you test 6000H, the declared life is 36000H.
